In April 2011, the World Bank contracted Locus Founder and CEO Jean-Paul Gauthier to assess Senegal's SEZ program. Since its inception in 1971, the Senegalese free zone program had not met expectations. Locus was tasked with identifying the key factors behind its poor performance and evaluating whether the latest revisions to the program addressed these factors.

Our analysis focused on regulatory, institutional, economic, and programmatic aspects of the SEZ program. We helped identify critical variables the Senagalese government could affect to improve the viability of the program.

In 2015, Locus returned to Senegal to help design the policies and regulatory and development institutions for the new Diamniado SEZ.
